SB 1103 is the Commercial Tenant Protection Act of 2024 authored by Senator Menjivar. The bill provides basic commercial tenant protections for qualified commercial tenants, defined as microenterprises, restaurants with 10 or less employees, and nonprofits with 20 or less employees. 
The goal of the bill is to reduce the risk of displacement through transparent and fair commercial leasing practices. SB 1103 applies existing translation requirements to commercial leases that are negotiated in Spanish, Chinese, Tagalog, Vietnamese or Korean. In these situations, the commercial tenant will be provided with a translation of the lease in the language in which the lease was negotiated. Furthermore, SB 1103 increases required notice periods for qualified commercial tenants facing a rent increase or termination of tenancy. SB 1103 also creates basic standards for calculating and disclosing common area maintenance (CAM) fees.
